first let's check outside with ava marie, and it is foggy. >> it is. i was hoping the skies would clear out a little bit sooner. athletes a storm system down to our south producing fog. clouds this morning and maybe sprinkling now so i just changed the forecast to include a couple of sprinkles early today. you can see the shades of green beginning to develop across virginia and maryland. so we're going to deal with this sticky, steamy weather then the entire storm system will shift off to our east. the current temperature is 40 degrees. the good news with that fog and clouds, well, it keeps the temperatures a little milder. so as long as we can get some clearing this afternoon, we should see temperatures near 50 degrees earlier today. but raindrops are possible. your seven-day forecast when we come back. >> all right. our big story this morning

comes from florida where at least 30 people are recovering from the crash at the daytona speedway. >> it comes on the eve of the daytona 500 which officials say will go on as scheduled. >> who is going to get here first? >> coming out of the final turn of the checkered flag lap in the nationwide daytona, drivers jockeying for position had a wreck that sent a car into the catch fence designed to protect the crowd. >> car and smoke sideways is all i saw. >> deably including tires and engine flew into the grandstand where fans were seated. >> we had emergency medical personnel at the incident immediately. >> the track's emergency medical personnel treated 14 at the infield care center. 14 others were transported to

local hospitals. >> i've been to nascar races for several years and never seen anything like it. >> mr. huckabee's brother was injured but was ok. >> safeties officials are at the scene. >> kyle larsen's number 32 car was left in pieces. the entire front end sheered off by the collision. all of the drivers involved in the jaw-dropping crash, including larsen, walked away unharmed. >> i've been a part of a couple big ones but never seen something like it. it's one of the times i wish i didn't have a rearview mirror. >> crews worked to repair the catch fence and grandstand area. preparation for the famed running of the daytona 500. francis co, wbal-tv 11 news. >> back here in baltimore city police are asking for your help finding two missing 13-year-old

girls. police say chi mira martin was last seen leaving her home on the 1,300 block of elers biavenue described as 5 foyt2, 150 pounds last seen wearing a blue shirt, blue jeans and tan shoes, the second teen is katelyn benny last seen around 5:30 friday evening in the 5900 block of ben heights avenue. 5'4," 130 pounds last seen wearing a blue and black hoodie. navy blue school uniform pants and black tennis shoes. anyone with information on either of the girls' whereabouts is asked to call 9/11. >> to a story first brought to you by the medical examiner, the two bodies found inside a burning car were murder victims. just before 5:00 a.m. neighbors reported hearing an explosion. fire crews found a car on fire

with two bodies inside and each victim suffered suffered at least one gunshot wound. the medical examiner is looking into the identities but one is a man and one is a woman. >> litigation is under way for hundreds of patients for former gynecologist at johns hopkins. 11 news sarah sampson has more. >> we know that people have questions. we are going to try to provide some of those answers. >> that's why lawyers of the cochran firm held a peting for patients of dr. levy who was fired after allegations he taped patients during exams. police say levy committed suicide after learning he was under investigation and the event was closed to cameras but

lawyers were giving out information on patient's rights. >> we have those to help us on the litigation. as investigators look at information on which patients had their privacy and one of the patients said -- >> it's unnerving to think i could have possibly being ever been directly affected. even being exposed to that possibility means patients are entitled to damages not just those photographed. one firm is still waiting to decide if they will file a lawsuit. >> many after just not knowing for six months or a year or longer whether they are a victim would certainly cause them harm as well. >> they say hopkins could be held responsible simply for

employeing levy but if the hospital didn't follow its own policies and practice that, could open up another avenue of liability. >> breast and pelvic exams were done by dr. levy without the presence of another person in the room and certainly if that occurred and that gave dr. levy the opportunity to film as we all understand that he now did, that could expose hopkins to liability as well. >> a spokesman for hopkins says they have no comment or the hospital or -- he says they never comment on ongoing litigation. sarah sampson, wbal-tv 11 news. >> a baltimore county poll stigs now facing charges this morning for driving under the influence. county police say councilman todd huff was pulled over at 3:00 a.m. yesterday morning and whenster officers saw him driving without his highlights,

>> eventually things should be clearing out as we go to the afternoon. but for now it's still a bit of a drizzly start to the day much like what we saw yesterday. here's what's happening right now you can see a couple of showers popping up along the coast near delmarva peninsula. overall things look clear over baltimore. we're still tracking a stor system that's moving off the coast then eventually high pressure will build in. with all the clouds, high moisture count, not too bad out there right now. 44 downtown. 37 at westminster and 37 at frederick but as you go to the

western part of the state, it barely drops below the freezing mark. temperatures not so bad to start off the day. as we go through the afternoon we are expecting things to clear out. so after seeing a little bit of fog, we should see more sunshine throughout afternoon. that's going to help the temperatures out as we move from the low 40's to the low 50's. a little breezy at times especially towards the afternoon northwest winds 20 miles per hour a steady strong breeze throughout the day. then tonight skies continue to clear out. we will be a little colder for that reason dropping into the 30's downtown, into the upper 20's in the suburbs, and eventually 50 miles per hour in the morning. we're seeing now what's left of the storm system from the weekend but there's a second area of low pressure, a ripple in the pattern. that's what is pushing the moisture towards the north.

then high pressure builds in for the next couple of days and will bring in nice weather. then we track the next storm system. this one set to build across the planes and this mostly near the rain event on tuesday. so mostly cloudy then you will look for sunshinal all the way through this afternoon then clear skies tonight then a lot of sunshine monday as well. by tuesday morning we see clouds back in and the next storm system approaching from the south. though it's mostly going to be a rain event i do want to warn of a little bit of sleet. so there could be a little bit of winter precipitation. we're dry today, windy by the afternoon then by tuesday a little bit of rain and possible sleet then by wednesday it could be left over rain or snow

shower but for the most part pretty quiet this week. >> thanks. well, it's not going to be quiet later this morning. don't be surprised if you hear a loud bang because are familiar area around the jfx is being demolish. bg&e will implode the gas filter that's been out of use since 1997 and the 79-year-oldal container has been made obsolete by upgrades to the gas system. >> it's reached the point where it's antiquated. the tost for us to continue to maintain and upgrade is not practical and certainly not a good use of the bg&e customers' dollars. so it will be imploded tomorrow morning. >> that would be this morning and bg&e is stressing the implosion is going to be very dangerous and the best place to watch it is going to be here on wbal-tv tv. we will be airing the implosion

>> in this morning's "medical alert" a new studdy shows women undergoing in vitro fertilization does not face risk of cervical or breast

cancer. a research could not find an increased risk in those but found a slight risk in ovarian cancer but they say that could be due chance. a new technology when it comes to hysterectomies using robots to perform the surgery. more than 200,000 surgeries found robotically-assisted hysterectomies -- those who had it stayed in the hospital a shorter amount of time. the robotic procedure costs 2,000 more. >> and suggesting drinking diet beverages may have some health benefits after all. researchers asked overweight

drinkers to subject -- to consume diet drinks as opposed to regular beverages. and finally some good news to report about what has been a tough flu season for many. federal scientists are reporting the number of people getting sick is beginning to decline. our 11 news reporter tells us why. >> the centers for disease control reports the flu has finally begun to loosen its grip on the nation after one of the worst flu seasons in years. maryland is one of the 16 states that experienced minimal flu activity for the past week. one says in december she saw 8-10 flu patients a week and now it's down to one per wake

develop and the steadiest of the showers are down to the south moving offshore. so you just have to deal with these high moisture counts then we should see some clearing. they are reporting dry conditions. the current temperature with all that mild weather keeping the temperature is ok this morning then we're warmer as we go into the afternoon and we should see more sunshine this afternoon and that will lead to a sunny start to the workweek. >> more legal trouble for the pa storeous family. the lawyer restrealed olympic athlete isn't the only family member with legal troubles the brother is facing a culpable homicide charge for a 2010 road death now it's compounding trouble for the family after oscar was charged with the murder of girlfriend reeva

steenkamp. >> and police say the vehicle involved in the death of three people on thursday, the black range rover s.u.v. was found east of the las vegas strip. the police impounded this vehicle and have been able to identify 26-year-old amar harris in the suspect of the deadly shooting and crash and they say harris has an arrest record that includes charges of kidnapping and pandering. >> the race will still go on as scheduled. that's word from the officials at the day teena 500 speedway after one of the most horrific crashes in the history of the daytona 500 nationwide series. at least 33 fans were injured mandatory were treated at the raceway but others required niche hospitalization. none of the drivers sustained any injuries.

>> almost is 00 people had to be rescued from a stuck monorail at the dallas zoo. fortunately, though, it stopped in a pretty good location that was easy to reach. it took firefighters only about a half-hour using five extension laders to remove the 93 trapped passengers. >> it stopped at such a low point and didn't impede any animals or experience over the elephants but for the 93 passengers, they would have liked to have completed their journey. >> the officials say the monorail will remain closed while they check for whatever caused the malfunction. >> authorities expect at least 100,000 people to crowd into the square to hear the pope's last sunday blessing. in and around the vatican city around 200,000 security cameras

have been installed around the rome municipality, civil defense volunteers, police officers and pair medics will also be deployed to st. peters square and around the vatican. pope benedict plans to retire that far sunday. the mass was an opportunity for followers to give thanks and offer prayers for pope benedict xvi who is if first pope to re sign in almost 16 centuries. >> it has not happened since 1416. i think it's an act of great humility to step aside for the needs of the church. >> the new pope is expected to be elected before next easter. >> and there was a giveaway of life's basic. 11 news reporter debra wean err

has that story. >> it's not a holiday. just another raw, cold night on baltimore streets. >> and the salvation army is living up to its name with their soldiers offering justice that. salvation. >> appreciate it. you know, i need it. i'm hungry. >> in three locations the salvation army "feed more" provided a hot meal. volunteers distributed blankets and gloves. >> that always gives you a warm feeling as it were to do things like this and know someone may not be quite as cold or hungry tonight when they go to sleep. >> it's estimated on any given night there are more than 4,000 homeless people in baltimore. >> it's well-needed in the community. the homeless population is growing as we speak. because of the economy. >> we not just bums and drug addicts. some people fall on bad luck. lose their job, get hurt and you need a helping hand.

>> good morning. many of you may be ready to see the sunshine. well, that's coming into the afternoon. but starting off the day, a lot of clouds in place. there's some areas of fog and even concern of drizzle or sprinkle. the green dots out there. couple of showers moving through virginia and off the coast of the delmarva peninsula and not too much activity showing up around baltimore but we can't rule it out especially as the moisture comes in through the south. we hope to see drier conditions as we go through the afternoon. the good thing the temperatures are mild as we start out the day. we can see 40 degrees at the airport, 44 downtown and even in the 30's as we step out into the suburbs. you have to go all the way out into western maryland.

both frostburg and oakland at 28 degrees. high temperatures in the upper 40's to low 50's. starting off we should see clearing skies as we go into the afternoon. the winds will pick up, not too gusty but a steady breeze. then through tonight the winds calm back down and we drop back into the 30's and upper 20's for overnight lows. mostly clear skies overnight and that should lead into more sunshine. >> one storm moving off the coast but there's more ripals helping to push the second area of low pressure to the north. that's what is still bringing in the chance far little bit of wet weather. once this moves off the coast the skies will clear and high pressure builds in. then we watch for the next storm system. the area of low pressure. blizzards pushing in across the plains.

this will move in tuesday. it will dive down to the south then swing back up to the mid-atlantic where the cold area is mostly going to be wet through the mountains. so the key whether the air can a come in quick enough. as the storm moves in it's mainly a rain event throughout day on tuesday. you just have to watch out through the western part of the state. there could be sleet. maybe if it gets cold enough a quick burst of snow. we can't rule out a little bit of wintry weather going into tuesday. the roads should be the ok. by wednesday what's left over behind the storm there could be a rain or snow shower there. a sprinkle or flurry wednesday. temperatures stay in the 40's. >> a dog seen floating on ice on lake michigan was rescued as the dog jumped from one's fragment to another sometimes

falling into the frigid water. a man niche -- nearby got in the lake and the dog ran away. it was finally captured. >> i wanted to just grab him because it was shallow enough where i could stand but he wanted to bite me it looked like. he didn't want anybody touching him. so i just kind of rounded him up like cattle. >> the dog spent the night warming up at animal control and his owner picked him up. >> after four months and a florida marine center a long headed sea turret the ready to return to the wild. it stakes plenty of folks to my nure big bell as she is called found stranded with possible pneumonia and 22 pounds of barnacles and thing on her shell and missing part of a front flipper and most of the

it ticks me off that they are doing this. >> he says the vast majority of the calls are from unidentifiable 800 numbers with the exception of a company called home fix a an exterior renovation company and they have called many times since 2003 so he filed a complaint. >> after a couple go arounds they finally got the president of the company to send me a letter saying i was permanently removed from their calling list and they would never call me again. >> but this past october. >> they called again. >> tope lala said the call was not intentional. >> the error occurs so do i call certain people on a do not call list during the course of a year? yes, we poll scombries. >> he says like many small business owners he buys his telemarketing list from a

company out of state and the error factor is 10%-18% in other words up to 18% of the numbers they provide to clients are not valid either because the spernzeasted. >> or on the do not call registery. >> so who is to blame? >> the do not call registery is a federal law enforced by the federal trade commission and the federal communications commission but when we asked the f.c.c. about david easter's case? they said because it was a maryland business called by a them to a maryland resident it doesn't cover it. >> but one said her office could take the case but so could the federal government. >> the federal government has the do not call list and there's a statute that says maryland can enforce the do not call list in maryland.

>> strong says as far as she knows in the four years since she has been with the maryland attorney's office they haven't actually prosecuted anyone. >> and prosecuteing a company may not be as easy as you think. there's something called the do not call safe harbor. it says if the company has written procedures tothon law and has trained its company and called in error, it may be off the hook. >> he believes his experience with david easter falls under that safe harbor. >> but the fact that political calls are exempt. >> i get calls from the republican and democratic parties and they will take my money but i can't call you and ask you if you want an estimate on your roof? >> he says without his primary mode of advertising his business has suffered. revenues have been cut in half and he has had to lay people off. meanwhile he believes larger companies simply ignore the law altogether and get away with

first brought to you by the 11 news i-team, the medical examiner has confirmed that the two bodies found inside a burning car friday morning were homicide victims. just before 5:00 a.m. friday neighbors reported hearing an explosion along cliffton after. on the scene fire crews found a burning car with two bodies inside. police deemed the deaths spirks and now the medical examiner says each victim received at least one gunshot wound. one is a man and the other a woman. >> a long litigation process is under way for hundreds of patients or former johns hopkins gynecologist nikita levy. he is accused of recording women during medical exams. >> sarah sampson has more. >> we know that people are concerned. they have questions. we're going to try to provide some of those answers. >> at least why lawyers from

the southern part of the state moving off the coast. even around baltimore a few sprinkles. the sun will break out as we go into the afternoon. temperatures with the cloud cover is mild. we've only dropped down to 40 degrees at the airport. a little colder in the suburbs. even that much cold they are in western maryland with oakland at 27 degrees. however, this is fairly mild for a february day and it's going to be better as we go into the afternoon. starting off with the fog and drizzle then clearing skies by the late afternoon then temperatures get into the upper 40's and low 50's. we will have gusty winds by the afternoon coming out of the northwest and that always takes a toll on the northwest. keep that in mind today. you do want to have a jacket even though temperatures seem like they are going to be warmer.

for tonight we will have mostly clear skies and winds drop down to 5-10 miles an hour. temperatures in the low 30's downtown but still dropping into the subyou ares. so chilly to start off the day. here's a ripple on the front that's still causing this wet weather this morning then high pressure builds in and it's going to bring a lot of pressure into tomorrow. this is the area of will he pressure centered across northeastern colorado and that will cause another big snow storm throughout the plane and will be encountering much milder air. we will be tracking the storm. the cold air will be mainly across the midwest back in the great lakes region. so unless that cold air can move quicker and come in time of the storm, i think it's mostly a rain affair.

but over overall for a february morning, it's really not that bad. it's going to be warmer as we get through the afternoon. we're expecting highs in the upper 40's to low 50's. however, a breeze to the northwest gusting to about 25 miles an hour. it will look nice outdoors but the wind adds a chill. so as long as you have a jacket on i think it should feel nice throughout day. but we drop back into the low 30's around town and it will be a colder start to tomorrow. one area of low pressure tracking off the coast and another down to our south. this little ripple in the front is what's causing some of the moisture to still come our way. then we track the next storm system. that one causing another storm system over the next couple of days. it will encounter milder air by the time it moves our way, so we're not talking a big snow

so children are being left on the sidelines because economically they cannot afford to pay. that's a problem we fix. >> a lot of people think that there are rec programs they can participate in and that's taken care of but that's not happening. >> that's absolutely not happening. i live in howard county and that's a totally sustainable county meaning all their recreation programs, the expense of which are covered by participants, so even to go to the rec center there's often fees attached to it. your family has to have a in my opinion and belong to the recreation association. so again, kids are being left out. >> so kids play ssa, how do we access it? >> kidsplayusa.org.

we work with youth sports and teams to help reduce the cost for underserved children. we also just bring this to the public attention that there needs to be support for the idea of sports and activity. mrs. obama for example has her move on move forward anti-obesity program, but the idea is to get kids to go out and play for an hour a day. the nfl has something called play 60, very similar. but they can't play if they can't pay. >> so if we have a parent and the kid wants to run track or play baseball, how but i can't afford it. will your organization step in and help with the cost? >> yes. we will. we generally try to work with the local organizations or local community organizations. so we will partner with them. so they would start with them and we would call them and they would refer us to the organization. how do we help?

living here? >> there's more freedom. >> mary says in virginia's case that freedom has come with a price. she has long challenged the veilibility of medical services, staff training and group supervision in the home saying virginia needs more and she has complained persistently. >> your goal so get her back into an institutional setting. >> correct. but institutions have changed. we're not looking at the snake pits of the 1940's and 1950's. >> it seems like the last thing the state wants is to send someone back. is that correct? >> we feel that everybody can be served in the community with the appropriate support. >> everybody? >> yes. >> my greatest concern for her is that we will miss some diagnosis that's going to cause her insufferible pain, because she can not tell us where it

hurts. >> even though mary serves as guardian, the issue of where virginia lives gets thorny. to protect the rights of the disabled, there's specific requirements to state-run institutions and the burden is on mary, her guardian to prove virginia cannot be served in this case and in this case it took a severe injury. to prove that. >> state investigators discovered she was improperly loaded on a lift and it resulted in a severe injury to her toe. she underwent surgery to keep the toe. >> we feel terrible that it happened to her. >> those who run the group home and have long been in good standing say it's no reason to turn back the clock. >> i've known virginia for 16 years and i think we have done a really good job supporting

>> we're starting off with some video from the pacific north waste oregon as skiers and snowers welcome the latest snow storm. drivers, not so much. the fresh powder that's great on the slope, not so great on the roads. chains were required but even then the big trucks still had problems. that mountain area saw about 20 inches of snow just from that latest storm. that will keep the area snow-packed for some time. as for our area, it's very quiet. we are starting off with mild weather. still drizzle out there now. a few sprinkles popping up

around the metro area and a batch of showers moving from southern maryland to the eastern shore. a few of you may slow down a little bit if you encounter a little bit of that rain. for the most part we are starting to see the skies clear it. even with the temperatures mild, looking at the temperatures across the state we're seeing a lot of 40's. 40 at the airport. 40 downtown. 45 in parkton and 36 in frederick but for a february morning it could be so much colder and it will as we go through tonight, but as for today we start off with areas of drizzle. then high temperatures out. we should be in the upper 40's to low 50's at best. it will still feel chilly at times as we have north winds 10-20-mile-an-hour. if you land outdoor activity, definitely want to have a jacket ready in times of the

winds. keep in mind there's a small craft advisory going through the evening, especially as they get some of the stronger wind gusts throughout the day. the next high tide coming in at 5:59 this evening at fort mchenry. the winds strongest during the evening hours then quiet down overnight and we're expecting the low 30's and then mostly clear skies. it's going to be a chilly start to your monday morning. there's a ripple along this front and the backside which is helping to push this moisture into the mid-atlantic then the high pressure builds in. that will bring this high pressure and then we start for our next storm system. this is what's going to cause the heavy snow storm system. the same areas will get dumped on once again. then we will be tracking our storm system. it will encounter some milder air.

tv hill. in this morning's "medical alert" it's national children's dental health month and the doctor joins us with tips about making sure you're caring for your child's teeth right way. >> thank you for having me. >> you stayed rules have changed. you said the kids need to get the kids in before age 2? >> the best time to bring a child to the dentist is by the time the child is 12 months old. that seems early but it's a really fun and pleasant visit and supposedly educational for the parents. >> really what can you do with a 12-month-old or 10-month-old? >> as far as looking at their teeth, we want to make sure they are coming in properly and have the right number of teeth for their age and we wanted to make sure their enamel is intact and healthy and we do a lot of talking with the parents about nutrition, diet. prevention and preventing

cavities. things like that. >> let's talk about some of the important tips that you make sure to emphasize. we hear, clean the teeth, clean the teeth. how do you do that with a child that young? >> if the child has only gums, they have not gotten their teeth in yet, the best thing to do after feedings is to wipe their gums with a wet warm wash cloth. at once child has teeth i recommend a soft, maul-headed toothbrush with a small bit of fluoride toothpaste. >> and you say visit your dentist and no bottle in bed or sippy cup. >> no. obviously these are age-appropriate things. we only fill the bottle with regular fluoride tap water or plain milk. not juice or hi-c fruit punch

>> good morning. i'll get to the forecast in just a little bit. but first i don't know if you guys heard that big boom. that was the implosion of the bg&e gas tower. they were destroying it, because it's no longer in use. it's right across cold spring lane right across from the jfx. i was asking people on twitter, and some said they heard it from clarksville. we heard it here on tv hill, but it's not that far from us. in foggy weather sound travels faster and the fog helps to hold down the air and causes the sound to travel quickly near the surface. >> also we have a lot of bare
